Woodstream West Property Owners Association  2026 Annual Meeting Minutes

  Date: Wednesday, July 22, 2026

  Time: 7:00 PM

  Location:  American Legion Hall

  5580 Centennial Rd.

  

  Agenda Items:  

  

  1.)  Board Introduction:  Paul Stutzenstein (President),  Scott Chaffee (Vice President), Carson Manthey (Treasurer), Brandy Davis (Secretary). Not in attendance: Sean Ferguson (Voting Member)

  2.) Income Statement and Budget Items: Carson went over Woodstream West Annual Income Statement.

 

  3.) Old Business:

  • Walking path replacement - Status should we fill cracks and holes  If we seal it it could get slick. Could we fix the cracks and patch the holes in the walking path where it is bad?  A few residents offered to look at the holes and cracks and price out the supplies and quote it out to the board.

  • Dues Increase last year - voted on via email : passed By 72%

  • Contact information - Please fill out the form on the website if you are new to the neighborhood and we do not have your contact information. If you have a new neighbor moving in, please encourage them to fill out the form.

 

4) New Business

  • Tree Maintenance, landscaping, mulch.

  • Kinnis Ct. Needs trees trimmed so that they can see the lights.

  • Question asked about who trims the trees on the path on Mitchaw as they are in the way of the walking path?  Are residents allowed to trim them?  Yes they are allowed to trim them.

  • It was pointed out that along the path several trees need to be trimmed.

  •  There was a request for the mound by the field behind White Eagle West to be sprayed like it used to be. 

  • The sidewalk where you enter the neighborhood where the lighthouse used to be needs to be edged.

  • A question was asked would people consider edging the path behind their own home where the grass has grown over it.  Paul said that would be up to each individual person as that is not a rule.

  • Future Garage Sale :  No interest was expressed in having a neighborhood garage sale so we will not be doing a neighborhood wide sale this year.

  • Mowing Concerns : Bids will be collected for mowing for next year.  It was requested that it be opened up to neighborhood so others can also bid so an email will be sent so that others can also put in a bid.

  • Motorized scooters/Bikes on Path:  NO MOTORIZED SCOOTERS OR MOTORIZED BIKES ARE ALLOWED ON THE PATH.  Signs will be put back up, emails will be sent out and a facebook post will be posted.  

  • New Website:  The new website has been created, however there are some things that still need to be added to it like past meeting minutes and the bylaws.  The Board is working on creating new Bylaws for our WWPOA and they will be posted as soon as they are created.

  • Future Invoicing:  Scott Chaffee is looking into a company that could possibly take on the invoicing for Woodstream West.   This company already does many other subdivisions locally.  He is working on negotiating a price.  If we do go with the company, this company would do all the invoicing, collecting.of the fees, collecting of back fees, filing liens, etc. Neighbors in attendance seemed to think if we could get the cost down it would be a good idea and worth the price.

  • Bylaws:  Brandy has received copies of bylaws from Edgewater and Cobblestones to model our bylaws off of.  Our Bylaws will be updated and posted to the website.  We need to update them to add for motorized scooters and be more precise about when liens will be put on homes for not paying their HOA fees.

  • Misc:

    • Mailboxes need to be kept up

    • If you have water pipes sticking out of the ground you can call the water company and they will come out and take care of it for you.

5.) Approve the Board and Officers:  Added 2 new voting members to the board
